Also making the style top hats I'm interested in, which usually have a larger top than inseam, is pretty difficult too, because finding a hat shaper to fit that purpose is nearly impossible(if the hat were shaped larger at the top, you wouldn't be able to get it our once the hat is done drying). If you do use a straight cylindrical little hat shaper, the hat ends up looking more stove-pipe shaped and pilgrim-looking to me. Lolita is a Japanese street style of clothing that makes the wearer look like a giant doll and those hats are very popular with that crowd. There is a following in the U.S., so you wouldn't have to buy the hats from Japan.
