  get something to anchor the yarn to, some kind of ribbon or cord. cut 2 lengths. maybe about a foot each.
  cut your yarn double the length you want your falls and attach them to the ribbon using a lark's head knot.

  keep adding yarn till they are as full as you want.
  you should end up with something looking like this.
