I figured out what that is today.
IT's those wickedly awesome fake flower hair sticks that geisha wear, and they have falls of smaller fake flowers attached and such and everone would probably recognize a picture of them

That on the right is a kanzashi.
Now who knows how to make one? And they are not pre-cut silk flowers like at michael's, but rather some sort of fabric orgami process.

^tons of info on kanzashi. Tons of info on geisha in general on that site. And in case it comes up later for you or anyone else, the piece on the left of the picture you linked, the flat bar with the dangling metal pieces, is called "bira".
And you're right, they are basically a fabric origami. -
